The leadership of the continent Abya Yala, both men and women, gathered within the framework of the Continental Encounter of Indigenous Pueblos and Nations of Abya Yala in La Paz Bolivia on the 10th of October 2006, in the process of analysis, discussion, and agreement regarding the preparations for the III Continental Summit of Indigenous Pueblos and Nations of Abya Yala to be realized from the 26th to the 30th of March 2007, in the territory of the Pueblo Maya in Guatemala, in accord with the consensus agreement of the II Indigenous Summit held in Quito, Ecuador in 2004:
After discussion and proposals given at this meeting, it is agreed:

To establish the Organizing Committee of the III Continental Summit of Indigenous Pueblos and Nations of Abya Yala, integrating the men and women leaders of the different countries.

Redefinition of the objectives of the III Continental Indigenous Summit, expected results, and the cross cutting themes to be deliberated.

By consensus it is determined that at this III Summit we must transcend from declarations to concrete actions with impact upon our relationships with the nation States.

It is determined that in this Summit only delegates of indigenous organizations with community base will have representation and legitimacy.

It is agreed that the indigenous organizations in every country should promote discussions in relationship to the themes of the Summit, and at the same time search for mechanisms for attendance independently.

Finally it is agreed that the Organizing Committee for the III Summit shall meet in Guatemala on the 12-13th of December of this year, in order to give continuity to the process of organizing the III Summit.
In accord with these agreements, the Organizing Committee of the III Continental Summit of Indigenous Pueblos and Nations of Abya Yala, hereby Officially Calls to Convene the our leadership, both men and women, in order to participate in the great event at which we shall strengthen our organizations, but above all construct the continental alliance among our Indigenous Pueblos and Nations.
